PEDAGOGICAL INNOVATIONS IN FORMING THE MORAL CULTURE OF FUTURE LAW ENFORCEMENT OFFICERS IN THE EDUCATIONAL ENVIRONMENT OF HIGHER EDUCATION INSTITUTIONS

Abstract

The article substantiates the relevance of the problem of forming the moral culture of future law enforcement officers as a system-forming component of their professional culture in the context of the transformation of the educational environment of higher education institutions with specific training conditions. It is shown that the dominance of formalized educational approaches causes a gap between the regulatory training of cadets and the actual level of development of their professional values, linguistic awareness, communication culture, and social responsibility. Domestic and international scientific sources on the professional-ethical, corporate, and communicative cultures of officers are analyzed, and the experience of U.S. military academies and NATO countries in integrating character development into leadership education programs is generalized. The purpose of the article is to theoretically substantiate pedagogical innovations in forming the moral culture of future law enforcement officers in the educational environment of higher education institutions. The methodological basis of the study includes theoretical analysis and synthesis, comparison, pedagogical modeling, generalization of scientific sources, and elements of the analytical-prognostic approach to managing the quality of the educational process. As a result of the study, three interrelated innovative models are proposed: the integrated moral-ethical design of the educational process, the reflexive-dialogical model for forming moral culture, and the analytical-prognostic model for supporting the moral development of cadets. Their potential for transforming the educational environment into a value-oriented space for the professional formation of an officer’s personality is substantiated. It is noted that the comprehensive implementation of these models ensures a transition from the formal assimilation of ethical norms to the internal acceptance of professional values and the formation of a socially responsible law enforcement officer capable of morally balanced professional decision-making in the context of contemporary security challenges.
