PECULIARITIES OF MASTER’S TRAINING OF NAVIGATION AND SHIP MANAGEMENT SPECIALISTS FOR MANAGING THE MARITIME SAFETY SYSTEM

Abstract

The article reveals the essence, content, and specific features of the master’s training for specialists in navigation and ship management, focusing on the management of the maritime safety system. The relevance of the issue is substantiated in the context of the transformation of maritime education in Ukraine, the strengthening of international requirements for navigator competence, the digitalization of shipping, and the implementation of international conventions. The structure, objectives, and competency-based content of the educational and professional program “Management of Maritime Safety”, implemented at the Danube Institute of the National University “Odesa Maritime Academy,” are analyzed, and its distinctions from basic ship navigation training programs are identified. It is found that the program focuses on the formation of integrated managerial, analytical, legal, psychological, and pedagogical competencies necessary for strategic management of maritime safety, risk management, auditing, crisis response, and the implementation of innovative digital technologies in the maritime sector. The essence of the maritime safety system is revealed as a multi-level sociotechnical structure that integrates technical, organizational-managerial, legal, and human components. The content of managing this system is characterized in the context of training maritime professionals. It has been proven that the readiness of future navigators to manage the maritime safety system presupposes the development of technical literacy, analytical and prognostic thinking, managerial leadership, a safety culture, and pedagogical competence. As a result of the generalization, it is determined that the educational and professional program “Management of Maritime Safety” represents an innovative model of master’s training that combines academic, research, and practice-oriented components. The conclusion is drawn regarding the expediency of further scientific research aimed at developing a model of pedagogical conditions for forming the readiness of maritime masters to manage the maritime safety system, improving methods for assessing competencies, and integrating international experience from MET programs (Maritime Education and Training) into Ukrainian maritime education.
