EFFECTIVE MANAGEMENT OF PROFESSIONAL DEVELOPMENT OF TEACHERS: CHALLENGES, STRATEGIES, PERSPECTIVE

The article analyses modern aspects of management of professional development of teachers in higher pedagogical education institutions. The key principles of organisation and development of professional training of teachers are highlighted. The principles of continuity, flexibility, personalisation and integration of modern technologies are of central importance.
The article highlights the main organisational models of professional development at the modern stage of education evolution: traditional, digital, hybrid. A summary of these models is presented. The challenges facing the professional development system are highlighted and strategic ways to overcome them are suggested. The main challenges are as follows: lack of motivation of teachers to improve their skills; insufficient technological competence of the academic teaching staff; limited financial resources for professional development; the need for rapid adaptation to digital technologies and distance learning methods.
The strategic ways to overcome the identified challenges are proposed: motivational mechanisms, institutional support, introduction of mentoring programmes; financing and partnership. It has been found that in the context of modern technological progress, the process of professional development of teachers needs to increase the role of digital technologies, but in conjunction with the traditional model, which will provide high efficiency of professional progress of specialists.
The role of innovative educational technologies in advanced training is studied and prospects for the development of the system of professional development of scientific and pedagogical workers are identified.
The results of the research can be used in the planning and organisation of professional development of teachers for the effective management of professional development of teachers, to optimise the process of personnel management in higher education institutions in general.
